Pay close attention to a crowd of people to spot the thieves. Take too long and your city will be bankrupt!

This game was made as part of Mini Jam 46. 

The theme of Mini Jam 46 is Justice, this theme lead me to think about criminals / law enforcement. I was thinking of potential puzzle game ideas, then I came up with the idea for this. Enjoy.
